In response to recent disasters around the state, Governor Newsom proposed a Disaster Rebuilding Assistance Program to expand access to construction financing for disaster-impacted homeowners. California's Fiscal Year 2026-27 State Budget officially allocated funds for the program to CalHFA. The $100 million program will provide mortgage lending tools to support eligible California homeowners looking to rebuild homes that were damaged or destroyed by a qualified disaster, such as the 2025 L.A. Wildfires.

Construction Loan Rate Buy Down: Provides construction loan rate buydowns to expand homeowner access to construction and renovation loans. With this program, lenders may seek reimbursement for lender-funded temporary and permanent rate buydowns on eligible construction loans made to eligible borrowers.
Construction Loan Loss Guarantee Fund: Provides a construction loan loss guarantee fund to expand homeowner access to construction and renovation loans. With this program, lenders are provided with coverage on eligible losses on construction or renovation loans made to eligible borrowers.
